HR IntelHampton Roads intelligence
Methodology & public boundary

How HR Intel is built

HR Intel publishes public intelligence briefs designed to be genuinely useful without exposing paid-grade opportunity detail. Every sector follows the same rules.

Sources and cadence

All briefs are generated from public records — municipal permits, business-license context, property context, procurement listings, federal contracting notices, and official feeds. Commercial Activity, Digital Infrastructure, Energy & Coastal Resilience, and Healthcare & Facilities are updated weekly on Tuesdays. GovCon and Port & Logistics are reviewed and updated twice weekly on Tuesdays and Fridays. Tuesday editions are Weekly Intelligence Briefs; Friday editions are named Friday Opportunity Update and Friday Operations Update. Each scheduled public edition is dated, archived, and left unchanged.

Public snapshots include

Activity counts, category summaries, corridor-level movement, trend notes, selected examples with public sources, methodology, and limitations.

Public snapshots exclude

Precise locations, matched entity context, property context detail, permit-level identifiers, contact data, scoring, ranked opportunity lists, and internal paths. An automated fail-closed boundary check scans every page before publication and blocks the deploy if paid-tier detail appears in public output.

Evidence and confidence

No number is invented. Contract values, tenants, and timelines are only stated when a public source states them; absence is reported as absence. Where confidence varies, it is labeled. Some signals require human verification before sales or investment decisions.

What paid reports are — and aren't

Paid reports are commercial screening intelligence: they rank and explain public signals so a vendor can decide where to spend qualification time. They are not legal advice, procurement advice, financial advice, or guaranteed buyer intent.
